Create watcher alarm using Rotator telemetry to track high amplitude vibrations in phase 1

Description

This action item is in response to the analysis associated with vibrations on the Top-End Assembly (TEA).
We need to implement a Watcher alarm to detect high amplitude vibrations on the TEA before leaving the rotator on for tests, as we did before. We want this alarm to monitor the Rotator telemetry for this particular ticket.

We still need to define exactly what would be the threshold to trigger the alarm.
This might require further data analysis (https://rubinobs.atlassian.net/browse/SITCOM-1285#icft=SITCOM-1285).

Use https://ts-watcher.lsst.io/ to implement a new watcher.

I believe we are good to go. Te-Wei explained the strategy for the filter using a Jupyter Notebook, which seems reasonable. In principle, we do not need to implement this during a slew. However, Te-Wei says it is always easier to have a filter active. The criteria to decide whether or not it triggers a warning can be determined after the vibration event is implemented. This will require tests to hone the configuration parameters.

To differentiate the frequencies of 0.12 Hz and 0.65 Hz while the rotator is stalled, if the sampling frequency is 20 Hz (CSC level), the number of sampling point to FFT should be >= 1024. If the sampling frequency is 2000 Hz (low-level controller level), the number of sampling points to FFT should be >= 32768.

Andy suggested to add the detection at the rotator side. Will develop the algorithm in this direction.
