Add pz-rail-base and pz-rail-sklearn to rubin conda env

Description

pz-rail-base is only on pypi and brings in:

  • "deprecated",

  • "pyyaml",

  • "numpy" < 2.0 for now, but this will change in the next release ,

  • "click",

  • "ceci>=2.0.1", → brings in "pyyaml >= 5.1", "psutil",

  • "qp-prob>=0.8.3",

  • "scipy>=1.9.0",

pz-rail-sklearn brings in:

  • "pz-rail-base>=1.0.3",

  • "scikit-learn",

good point. We will start adding python 3.12 to the test matricies…

Do these packages all work with python 3.12? (we are planning on rubin-env 10 being on python 3.12 and possibly numpy 2).
