Generate Doxygen XML output via sconsUtils

Description

We’re using Breathe to bridge C++ API references built with Doxygen in to the Sphinx documentation site builder. Breathe uses Doxygen’s XML output. This is a trivial modification to the existing scons documentation build target.

If it still keeps the HTML then I imagine it won't break anything. does a buildbot build always build the documentation even on a branch? Otherwise you can do your own build and then run the document builder yourself.

Fairly simple; passes Jenkins tests but I don’t know how to verify that it doesn’t break the existing doxygen publishing workflow (though I don’t see how it can since its only adding new XML files) to doc/
