Add configuration option to pass focus sweep steps as array to base_focus_sweep script

We would like to add a configuration option to pass focus sweep steps as an array to https://github.com/lsst-ts/ts_standardscripts/blob/develop/python/lsst/ts/standardscripts/base_focus_sweep.py .

If this option is passed, the focus_window and n_steps parameters should not be required.
