When bringing the system up after a restart we sometimes need to bring all instances of a CSC to a desired state (most commonly ENABLED).

This task is to either create a new script or modify set_summary_state to support a mode where it would look for all live CSCs of a particular type and send them to the desired state.

For example, if we modify set_summary_state, running it with the following configuration would make it run in discovery mode:

Basically, replacing the index with an *.
