Add missing descriptions to XML topic.

Description

In ts_xml the Description field is mandatory. For the ATHexapod CSC at least one is missing in

  • Commands

  • Events

  • Telemetry

  • This ticket is for adding them and for updating the test_TopicDescription.py file in the ts_xml tests directory, removing the case for this CSC from the check_for_issues method.
