Duplicate "ivoa" schema names prevent loading into TAP_SCHEMA

Description

Both dp02_obscore and obsloctap have the schema name "ivoa," which means they can't both be loaded into a single TAP_SCHEMA database.

Verify whether this is acceptable or not.

This is not something that will be fixed or changed right now.

It is correct that both of the Felis files mentioned above use the "ivoa" schema. There is no intent to load these two specific schemas into the same TAP service at this time. If that does come up, we will look at whether to make a combined file or whether to enhance the Felis tooling to allow merging two files for the same named schema into a single deployment.
