Make sphgeom build with python 3.12

Description

sphgeom does not build with python 3.12 because it depends on numpy.distutils and and older version of setuptools. Get the action working with python 3.12.

some minor patches to get this to work on python 3.12 now that distutils has disappeared and we need a new setuptools.
