Towncrier is a tool to produce changelogs from "news fragments". Basically, instead of everyone updating the same changelog/version history file, any updates are included in "fragments", which are text files with the changes implemented in a PR. During a release, towncrier joins all those fragments together and generates a release note.

This task is to implement towncrier in both ts_externalscripts and ts_standardscripts.
