Fix issues with Gafaelfawr audit

Description

Nightly Gafaelfawr audit failed everywhere. In most cases that was because Slack alerting wasn't enabled, but it also failed with a timeout on data-dev that looks like a NetworkPolicy problem. Sort out what's wrong.

Problems included enabling the audit cron job even if Slack alerting was disabled, not adding the cron job to the necessary NetworkPolicy rules, and not enabling Slack alerting even though there are now webhooks. All now fixed. Also fixed a problem with generate_secrets when no Slack webhook was available.
