The documentation for BPS plugins is missing from pipelines.lsst.io

Description

Each BPS plugin comes with its own documentation. However, the pipelines_lsst_io was not updated when the split happened and users can't see these documents at https://pipelines.lsst.io. The goal is to update the pipeline_lsst_io and if necessary make any adjustments to the packages created in during the split (ctrl_bps_htcondor, ctrl_bps_panda).
