ctrl_bps panda config/bps_idf.yaml is broken

Description

PanDA's bps IDF config is broken:

python3: can't open file '/opt/lsst/software/stack/stack/miniconda3-py38_4.9.2-3.0.0/Linux64/ctrl_bps/g1c4f7c9849+52aa1fc273/python/lsst/ctrl/bps/wms/panda/edgenode/cmd_line_decoder.py': [Errno 2] No such file or directory

At least this line needs an update

as there isn’t $CTRL_BPS_DIR/python/lsst/ctrl/bps/wms/panda/edgenode/cmd_line_decoder.py anymore
