Create test plan for LDM-503-EFDa (EFD on Summit for M1/M3)

Engineering Facility Database at the summit capturing and enabling access to all telemetry
with M1/M3 active.
Influx EFD installed on the summit and receiving telemetry from various CSCs operating on the summit
(this may be distinct from AuxTel EFD).
Demonstrate ability to run for five days, allow data retrieval and plotting via notebooks
The real driver will be the summit opening up and the ability to test M1M3 again.
Need to make sure M1M3 is talking to influx EFD (it may still be on an old version of SAL).
