bps report MISFITS after condor_release

Description

After jobs held because using too much memory, condor_qedit commands, and condor_release commands, bps reports those jobs as MISFITS (condor_q shows them in state “I”).

w12-w17 on my workstation (i.e., no history rollover issues) output same results for both numeric id and path (i.e., both misfit or both pending)

condor_versions are a little different:

Looks like held/release job was reported pending up until w_2024_15 when it started being reported at misfit.
