Update usage of htcondor to remove deprecation warnings in rubin env 8

Description

I've noticed deprecation warnings recently in bps with htcondor. Specifically, I see that (at least) Schedd.xquery, Submit.queue, Schedd.transaction are deprecated in or before htcondor 23 which is pinned in our current env.

@Michelle Gower Could you please take a look at this when time permits?

Just FYI, I was able to trace Schedd.query() and Schedd.submit() back to HTCondor ver. 8.8. So, at least in theory, there's no need to have separate versions of the functions affected by the changes to maintained the backward compatibility.
